Transformative Energy Policy in Federal Systems

Transforming the energy system towards an increasing share of renewables requires a significant change policy to redirect path-dependent evolution highly complex technical system. Moreover, new path development provision from has be stabilized assure sustainability. The federal systems in Canada and Germany diverge institutional conditions relevant for stability. Canadian federalism separates powers allows provincial governments policies on their own. In contrast, German co-operation between Länder which favors stability but renders unlikely.
 However, transformation started 1990s under that allowed government avoid usual mode joint decision-making. Canada, took lead transformation, when conservative showed no interest intergovernmental coordination. article explains these shifts power within framework. It also discusses consequences, considering transformative policy. Germany, center undermined stabilizing structures coordination, favoring continuity never existed. Hence both countries, changed failed reform institutions governance.
